GIF and ICO explained

GIF is a 1987 format limited to a 256-colour palette per frame, with support for simple animation and one fully transparent colour. Its longevity is cultural rather than technical — nothing about it is efficient by modern standards.

ICO is a container that holds several versions of the same icon at different sizes, so the operating system or browser can pick the one that fits. It is capped at 256×256 pixels.

Why convert GIF to ICO?

People make this switch when they run into the limits of GIF: the content is photographic, longer than a few seconds, or would be better as MP4 or WebM. ICO is the better fit when you are making a favicon or a Windows application icon.

GIF limitations that prompt the switch
256 colours per frame, so photographs and gradients look banded. Enormous files compared with video — often 5–10× an equivalent MP4. Transparency is binary: a pixel is either fully opaque or fully transparent, producing jagged edges.
What you give up
Capped at 256×256. Not a general-purpose image format.

Does converting GIF to ICO reduce quality?

Both formats store the content without discarding data, so this conversion preserves it exactly. The file size may change because the two formats compress differently, but the content itself is unaffected.

A GIF is not a video. It is a sequence of full images with no interframe compression, which is exactly why it is so large.
