AMR and MP3 explained

AMR is a narrowband speech codec designed for mobile phone calls. It is optimised specifically for the frequency range of the human voice and sounds poor for anything else.

MP3 is the lossy audio format that made digital music portable. Its patents expired in 2017, which is part of why it remains ubiquitous — anyone can implement it freely.

Where AMR files come from: Voice memos and voicemail from older phones.
Where MP3 is used: Music libraries, podcasts and voice recordings.

The two formats solve different problems, which is why converting between them involves trade-offs rather than a straight upgrade.

Why convert AMR to MP3?

People make this switch when they run into the limits of AMR: always — convert to MP3 or WAV so the recording stays usable. MP3 is the better fit when you need audio that will play anywhere, on anything, without question.

AMR limitations that prompt the switch: Terrible for music. Very limited playback support. Low sample rate ceiling.
What you give up: Lossy — discarded detail cannot be recovered. Beaten on quality-per-byte by AAC and Opus.

Does converting AMR to MP3 reduce quality?

Both AMR and MP3 are lossy, so this is a re-encode: the file is decoded and compressed again. At the default quality setting the difference is very hard to see, but each successive re-encode compounds. If you will need the file again later, keep the AMR original rather than converting back and forth.

Converting MP3 to a lossless format like FLAC does not restore quality. It produces a larger file containing exactly the same degraded audio.
