WMA and OGG explained

WMA is Microsoft's audio format from the Windows Media era. It is functionally obsolete and some older files carry DRM that prevents conversion.

OGG here means Ogg Vorbis, a royalty-free lossy codec that predates Opus. It is competitive with AAC and remains common in games.

Where WMA files come from
Music ripped on Windows in the 2000s.
Where OGG is used
Game audio, Spotify's older streams and open-source projects.

WMA vs OGG

The two formats solve different problems, which is why converting between them involves trade-offs rather than a straight upgrade.

Why convert WMA to OGG?

People make this switch when they run into the limits of WMA: always — convert to MP3 to keep the audio usable. OGG is the better fit when game development or an open-source pipeline.

WMA limitations that prompt the switch
Windows-only in practice. No browser or mobile support worth relying on. DRM-protected files cannot be converted at all.
What you give up
Apple devices do not support it natively. Largely superseded by Opus.

Does converting WMA to OGG reduce quality?

Both WMA and OGG are lossy, so this is a re-encode: the file is decoded and compressed again. At the default quality setting the difference is very hard to see, but each successive re-encode compounds. If you will need the file again later, keep the WMA original rather than converting back and forth.
