SVG is not a picture of an image — it is XML describing shapes, paths and text. Because it stores instructions rather than pixels, it renders perfectly at any size, from a favicon to a billboard.

ICO is a container that holds several versions of the same icon at different sizes, so the operating system or browser can pick the one that fits. It is capped at 256×256 pixels.

Why convert SVG to ICO?

People make this switch when they run into the limits of SVG: photographic content, or when the recipient needs a fixed-size bitmap. ICO is the better fit when you are making a favicon or a Windows application icon.

SVG limitations that prompt the switch: Useless for photographs. Complex illustrations can be slower to render than a bitmap. Can carry scripts, so SVGs from untrusted sources need care.
What you give up: Capped at 256×256. Not a general-purpose image format.

Does converting SVG to ICO reduce quality?
