PDF and TIFF explained

PDF describes a page as a fixed arrangement of text, vector graphics and images. Unlike a word processor document, it is designed so the page looks identical everywhere — which is exactly why it is awkward to edit.

TIFF is a flexible container used in print, publishing and archiving. It can hold multiple pages, layers, and a variety of compression schemes including none at all, which is why TIFF files vary enormously in size.

Why convert PDF to TIFF?

A PDF page is a set of drawing instructions, not a picture. Converting to TIFF runs those instructions and captures the result as pixels, which is what you want when something needs an image rather than a document — a thumbnail, a slide, a forum post, or a system that only accepts images.

PDF limitations that prompt the switch
Genuinely hard to edit — it stores positioned glyphs, not paragraphs. Scanned PDFs contain no text at all until OCR is run. Can be large when it contains high-resolution images.
What you give up
No browser support at all. Large files.

Does converting PDF to TIFF reduce quality?

Both formats store the content without discarding data, so this conversion preserves it exactly. The file size may change because the two formats compress differently, but the content itself is unaffected.

A PDF full of scanned pages is a stack of pictures, not a document. Selecting text is impossible until OCR has been run over it.
